Medical employees suffer, too

One of the Chinese characteristics is the belief that when anything goes
wrong, it can go wrong in ways more complicated than what can be imagined
by common sense.

Such is the case with the medical system's metamorphosis amid the
market-oriented reform. It should be pointed out that, as it is being
complained that health care is no longer affordable by common people, the
medical professionals may not be on the receiving end of the increasing
amount of money the system is devouring on a daily basis.

The failure is not just one-sided, in that decent medical services are
getting more distant, rather than closer, from the low-income people and
the vast masses in rural China. In the meantime, it also hurts the
medical staff in their reward and their morale, and eventually will hurt
the sense of honour of this profession.

I just happened to witness two medical emergency incidents recently and
have learned from them a lesson which I doubt I could have gained from
the published sources so far.

Both incidents took place in Beijing, where people are supposedly covered
by the best medical system available in China. One involved a friend's
son who was stricken by pneumonia and was ordered to stay in a
municipal-level paediatric hospital.

But the child was lucky that no major operation was required on him, and
he was discharged after a week although for that week, the family had to
spend one-third of its monthly income on the medical and in-patient care
bills.

That was more than 1,000 yuan (US$125), not including the diagnoses and
prescriptions the child had received from the neighbourhood healthcare
centres.

Since the father was a self-employed driver, not on the payroll of any
large institution, he didn't have any insurance policy to claim a refund
for the expenditure.

Then during the just-passed May Day holiday, as another friend of mine
was knocked down by a sudden bout of high blood pressure and was rushed
to the ER department of a national level hospital, I made more disturbing
observations.

Nearly 3,000 yuan (US$375) was charged for the ambulance and less than 12
hours of ER check-ups and care. Fortunately, the patient had a
State-sector job and was entitled to get most of his bills refunded. But
it was the doctors' condition that scared me not the way they worked, but
the way they got their reward.

I chatted with two doctors, one after another, while waiting outside the
ER department. Contrary to the overcrowded scene in most hospitals, this
was one of its divisions in one of Beijing's newly developed areas, and
was not having many visitors one rainy afternoon of a public holiday.

Like many Chinese do, we compared notes about work hours and pay, and
other things in Beijingers' daily lives.

The neurologist told me his monthly take-home income was "just about the
amount your friend would pay for today, and maybe even less," while he
sometimes had to work on a 48-hour basis because the facility was too new
and didn't have many patients.

The physician was apparently able to earn a little more, and brought home
4,000 yuan (US$494) in one or two months last year.

But these are not high incomes in Beijing. Receiving kickbacks for
prescribing expensive medicines is prohibited in national hospitals, it's
reported. But where has the money gone now that the patients are paying
so much?

The neurologist pointed to the practically empty large medical facility:
"Never has a day passed without me noticing some new building or interior
decorating work going on. Not just in this division, the hospital is
expanding nationwide, making takeovers of local hospitals."

But why can the management be expanding and building fervently and
ignoring its employees' rights? The answer seems simple: It has got the
money. It has no respect for rules. And it has no one to police its
behaviour.

Gov't: China can't pay more for iron ore

BEIJING - China's government won't interfere in price talks between its
steel makers and foreign iron ore suppliers, a Cabinet minister said
Friday, though the government insisted it can't afford another jump in
already high prices.

The comments by Ma Kai, the minister in charge of China's main planning
agency, came after suppliers expressed alarm at suggestions the world's
top steel producer might try to dictate prices following a 71.5 percent
rise in iron ore costs over the past year.

"The government will not interfere in setting the price, and the price
will be decided by the market," Ma told a visiting group of U.S.
newspaper editors.

Ma said, however, that China plans to restrain the growth of its steel
industry this year in order to conserve energy and water and cut demand
for costly imported raw materials.

China's iron ore imports from Australia, Brazil and other producers rose
37 percent last year amid high demand by its booming automaking,
construction and other industries.

Chinese steel makers are in talks with suppliers BHP Billiton Ltd. and
Rio Tinto Group of Australia and Brazil's Companhia Vale do Rio Doce over
the price of long-term contracts. The suppliers reportedly want price
increases of 15 to 20 percent, to take effect April 1.

Ma's agency, the National Development and Reform Commission, and the
Commerce Ministry issued a statement this week expressing dismay at
rising iron ore prices and calling them unacceptable.

"The government will pay close attention to iron ore price talks and take
necessary measures if prices are unacceptable and unreasonable," the
statement said.

Last year's jump in iron ore prices prompted complaints over China's
apparent lack of bargaining power, even though it imported 275 million
tons last year, or about 43 percent of world production.

"This is the first step by China to limit commodity prices. We believe
China will likely develop a comprehensive strategy to deal with commodity
prices," Andy Xie, an economist at Morgan Stanley in Hong Kong wrote in a
report released Thursday.

War in Iraq and natural disaster

With limitless financial resources and scientific know-how to predict all
kinds of natural disasters, why was the United States still left with
many reported instances of homicides, rapes, robberies and thousands of
casualties during the Katrina flooding? That was not just a matter of
governmental incompetence: It was a demonstration of just how fragile the
social fabric of much of America is today.

Imagine what could happen in an even larger city like Philadelphia,
Chicago or Los Angeles if there was a breakdown in law and order caused
by a disruptive natural calamity like Katrina, causing a major shortfall
in basic amenities such as fresh water?

The authorities have frankly admitted they were incapable of dealing with
such problems in view of what happened with the frantic exodus from Texas.

There would be a major breakdown of law and order because social cohesion
such as that which exists in the three major East Asian nations, Japan,
Korea and China, is simply non-existent in many parts of the United
States.

I know, because I have been everywhere except the New England states
north of Boston. Racism is an omnipresent endemic disease in all the US
states, waiting to raise its ugly head during major civil disturbances
such as that which occurred during the Los Angeles riots of 1992, and now
a natural calamity in New Orleans in 2005.

There is no excuse for it. It is a social-racial problem because that
kind of negligence is not likely to happen to eclectic areas in Long
Island, New York; or Thousand Oaks, California or Chappaquidick,
Massachusetts; or in San Franciso or Reston, Virginia if a comparable
event occurred.

If the US performance is so miserable in an expected natural disaster,
where plenty of warning was given, what would Americans do in a real
terrorist attack aimed at inflicting maximum damage to key urban
infrastructures such as the water and electricity supplies of major
Western cities?

Prevention of terrorist attacks is very expensive these days. For
instance, the New York Subway System has been learning from the London
attacks and is projected to spend $US9 billion on personnel, electronic
surveillance and other preventative means. How many billions more is US
President George W. Bush prepared to dish out for such stop-gap measures
in other metropolitan areas?

Unless equality -- in which everyone in the world is given equal justice
in redressing grievances -- is allowed to prevail, no amount of
prevention is going to make a crucial difference. There will always be
loopholes and countermeasures available to dedicated foes.

Ours is indeed a different world even from that at the time of the Kosovo
War just a few years ago. Advanced weaponry is not the decisive factor in
wars these days because the Iraqi War has shown that car and roadside
bomb attacks are effective measures against an occupying army in urban
warfare.

Coordinated worldwide anti-Iraq war demonstrations in Rome, London,
Washington DC are gaining momentum because of the tangible and intangible
costs of the Iraqi quagmire.

The US treasury is not a bottomless pit. The Chinese have a saying that
if you sit around and consume a mountain of food without replenishing it,
there will come a day when even that mountain disappears for good.

It is very un-American to inflict such pain on its own people, let alone
the people of the entire world as they watch every step.

Don't tell me that there was no money allocated to repair those levees
(one pre-disaster estimate placed the repair costs for the New Orleans
levees at a mere $US 23 million).

Now. Billions must be paid to make up for the folly of not planning for
the disaster that followed from doing nothing.

measured 51,000 cubic meters per second at 8:00 a.m. due to continuous

WUHAN, July 31 - The Three Gorges Dam is preparing to control the biggest
flood crest from the upper Yangtze River this year to protect the middle
and lower reaches as central China's Hubei province goes on high flood
alert.
The Three Gorges Reservoir began to release floodwater Monday noon at
48,000 cubic meters per second. The water inflow into the reservoir
measured 51,000 cubic meters per second at 8:00 a.m. due to continuous
rain in the upper reaches.
The inflow would reach 56,700 cubic meters per second, the peak of the
floodwater, at 8:00 a.m. Tuesday, according to China Three Gorges
Corporation, the builder of the gigantic Three Gorges hydropower project.
"The Three Gorges Dam has opened 18 sluices and the water level in the
reservoir will continue to rise," said a worker with one of the dam's
operation department. "The safety of the dam will be tested."
The two-way traffic at the Three Gorges ship lock was halted at8:00 a.m.
Monday due to the floodwater.
Hubei Province, where the Three Gorges project is located, is also on
high alert.
Water levels in the 1,392-km section of the river from Yichang to Hankou
would exceed levels requiring the start of flood prevention work,
according to the Hubei flood control and drought relief headquarters.
Water levels in certain sections would reach or exceed warning levels,
the headquarters said.
The province had ordered a round-the-clock monitoring of the levees, said
Liu Youfan, vice governor of Hubei.

The Flame of Hope for the Shanghai 2007 Special Olympic World Summer
Games lit the torch, which was carried to pass through a string of
landmark sites in Washington, on Thursday, July 26, at the White House
hosted by U.S. President George W. Bush and Mrs. Bush. More than 200
Special Olympic athletes and law enforcement officials from the United
States and China attended the torch run covering about 12.4 kilometers.
The torch stopped at the Chinese Embassy to the United States, where held
a special welcoming ceremony.

Six-party talks begin in Beijing

Top U.S. negotiator to the six-party talks Christopher Hill met reporters
before leaving a hotel in Beijing for a meeting with his Chinese
counterpart Wu Daiwei on Wednesday morning. Six-party talks aimed at
eliminating North Korea's nuclear programmes began in Beijing on
Wednesday, July 18, with envoys seeking to implement the next stages of a
disarmament accord, according to related sources. The envoys �C from
China, the DPRK, the United States, the Republic of Korea, Russia and
Japan -- held a series of bilateral meetings on Wednesday morning, before
the official group discussions began around 2:30 pm.

Pollution kills 50 tons of fish in Wuhan

Chinanews, Wuhan, July 12 - Nearly all the fish in the Donghu Lake in
Wuhan died recently, about 50 tons. The foul smell has spread to adjacent
areas, arousing wide complaints.
The fish were killed by polluted water; besides, local farmers had
released too many fish fry into the lake, which had only made the
problems worse.
"The pollution in the lake has long been a severe problem, but local
environmental protection administration has never treated it seriously.
In fact, we report the condition of the lake to them every year, and they
just came, put some chemicals in the lake and collected some of the
garbage in the lake, which was no use at all," said a resident living
nearby.
Our reporter also saw many drain outlets around the lake, discharging
untreated sewage directly into the lake.

China's tourism to cover 3 bln tourists by 2015

Chinanews, Hohhot, July 11 �C According to the information released at
the Summit Forum of the Development of Tourism in North China, by 2015
China will witness 3 billion tourists (by person-time count), including
100-million-plus incoming travelers and 100 million outward-bound
travelers. By then, China will be the biggest tourist destination and the
fourth biggest tourist source in the world.
Shao Qiwei, the director of the National Tourism Administration, released
the above information. The data are based on the estimation of the World
Tourism Organization, although its previous estimation was that China
would not achieve the goal mentioned above before 2020.
In 2006, about 34.52 million Chinese traveled abroad, making it the
biggest tourist source in Asia, and the domestic tourism market received
1.39 billion tourists (by person-time count), nearly the same as the
total population in China. The number of tourists from abroad was 49.91
million.
�� The scale of tourism market in China might be doubled before 2015, ��
said Shao.

China wastes heavily in public memorial ceremonies

Chinanews, Beijing, July 4 �C On June 22, a large public memorial
ceremony was held in Tianshui, Gansu Province. The ceremony was held to
worship Fuxi, a legendary ruler of remote antiquity. Along with the
memorial ceremony, the local government also held a series of cultural
events. It highly appraised the ��grand�� event, saying that it was a
largest public activity that had brought widespread social influences.
From May and June, memorial ceremonies of various kinds seem to boom
across China, just like the temperature. The China Youth Daily Social
Investigation Center recently conducted an opinion poll on public
memorial ceremony. The poll shows that 62.4% of the respondents agree
that such activities should be held, at the same time pointing out that
such activities should not be overdone. Only 5% of them strongly support
such activities. In addition, 25.1% of the respondents say such
activities ��should be held only when necessary��, while 7.2% express
their strong opposition to such activities.
The trend to organize public memorial activities first appeared in 1980.
At that time, the activities were restricted to a few places that had a
historical background for such activities. In the 1990s, however, the
activities began to spread to more places. In 2003, many local
governments were involved in public memorial activities.
The year 2004 witnessed the booming of such activities across the
country. During that year, worshipping Huangdi, the legendary Yellow
Emperor, was appraised as a state-level public memorial event. Since
then, as Ge Jianxiong, a professor from Fudan University predicted a year
earlier, "ancient Chinese celebrities such as Yandi, Fuxi, Nuwa, Yao,
Shun, Yu, and many less well-known characters�� all became the ��targets
of the worshipping ceremonies held by local governments��.
At that time, many people began to raise doubts about the government��s
enthusiasm for such events. The most debatable question was whether such
activity should be held ��by the government.��
As the poll shows, 59.6% of the respondents say the government should not
be the organizer of such activities. 20.2% of them say it ��should�� play
a role in this event and another 20.1% give no clear answer.
While 59.3% of the respondents say the activity is a waste of money,
22.6% of them think the activity can play a positive role in promoting
traditional culture. In addition, 18.1% of the people are non-committal
on this issue.

July 2 - One passenger and one crew member were injured in an Air China
passenger jet accident on Sunday.
The fore-undercarriage of the Boeing 767 took back automatically before
taking-off, which was due 5:15 Sunday afternoon from Beijing to Dubai,
General Administration of Civil Aviation (CAAC) officials said.
Most of the passengers have boarded the aircraft when the jet head fell
onto the ground, according to the CAAC.
The two passengers, who are both Chinese, have been sent to hospital, and
other passengers have been properly settled while a CAAC team has been
conducting investigations.
The passenger and the crew member felt dazed, and medical checks show
they were only slightly injured, the CAAC said.
All 148 passengers are boarding another Air China aircraft, waiting for
taking-off Sunday night, according to the CAAC.

Inflation worries PBOC

BEIJING, June 28 -- The People's Bank of China (PBOC) is concerned about
inflationary pressure and is ready to make use of a range of monetary
policy tools to curb prices rises, a senior official said yesterday.
"The central bank is firm on keeping inflation under control," Yi Gang,
assistant governor of the PBOC, told reporters at a fiscal forum in
Beijing.
"We have many tools at hand," Yi added.
China has seen its consumer price index (CPI) exceed the benchmark line
of 3 percent set by the central bank - in May, it hit a two-year high of
3.4 percent, after reaching 3 percent in April.
People have been expecting the central bank to raise interest rates or
take other tightening measures to rein in rising prices.
The central bank will make proper use of the tools to control inflation
and keep price levels and economic growth stable, Yi said.
He added that increased asset prices would not be a factor in taking
tightening measures.
"We are mainly concerned with inflation, which mainly means CPI in
China," he said.
In the long run, the central bank aims to keep real interest rates
positive, Yi said.

Hainan pupils paint anti-drug wall paintings

25-m long wall, all themed in anti-drugs, as the next day, June 26, will

Luxury tourism exposition concluded in Shanghai

Chinanews, Shanghai, June 24 �C The first Asian Luxury Tourism Exposition
was concluded in Shanghai on Thursday. It was also the smallest luxury
tourism exposition in the world.
Different from the usual tourism expositions where crowds of people are
seen, the Asian Luxury Tourism Exposition only invited the world��s
top-class hotel groups, vacation companies and tourist bureaus to attend
the event. Buyers and sellers held face-to-face talks in small, enclosed
rooms. Large global tourism companies, including Amanresorts, Peninsula
Hotel, Starwood Hotels, Monaco Resorts Group, and Bombardier Aircraft
Company, attended the event.
About 300 participants bought tourism products at the exposition, with
90% of them being foreigners. The foreign buyers were interested in
Chinese tourism products that were sold at tens of thousands of yuan or
even one million yuan. Domestic buyers were mostly private enterprise
owners from Shanghai, Zhejiang, Beijing and Guangzhou.
At the exposition, tourism companies could make adjustments to their
products based on the specific needs of individual tourists. Many
customers gathered around the exhibition booth of the Dubai Tourism
Bureau. Products offered by the Dubai Tourism Bureau ranged from 100,000
yuan to several million yuan or more. The Dubai Tourism Bureau could
re-design the itinerary based on customers�� demand, as long as the
customers were willing to pay for their services.
Based on Rupert Hoogewerf��s Rich List, it is estimated that in China,
there are at least 300,000 people whose assets exceed 5 million US
dollars. The World Trade Organization predicts that the number of inbound
tourists to China will increase from the current 35 million every year to
at least 100 million in 2020. All this shows that China has a very
promising market for luxury tourism products. We regard China as one of
our most important markets in the Asia-Pacific region and Shanghai as the
liveliest city in China. That is why we chose Shanghai to host the event,
said Jay Martens, general manager of the event.

Banana remains cheap in Hainan

were sold at a very low price of about 0.66 yuan per kilo. Rumor had it
that bananas might contain a mysterious virus, which caused the great

China to suffer from long-term labor surplus

Chinanews, Beijing, June 15 - According to a report published on the
website of the Ministry of Labor and Social Security (MOLSS), China will
suffer a labor surplus in the future for a long time to come. During the
11th Five-Year Plan period (2006 - 2010), there will be an excessive
labor forces of about 12 million every year.
The report is based on a survey of the employment of migrant workers and
enterprises' job openings in the beginning of 2007, conducted by the
MOLSS, and on the statistics collected by 120 job agencie, to give an
overall analysis of employment situation in China.
Labor force should be China's advantage in economic development due to
its large population, and the baby boom in the 1950s and 1960s have
provided the country with abundant labor force. Able-bodied worker
population has taken up 65% of the total population since some 20 years
ago, and the current situation will last for at least another 20 years.
In the next 4 years, there will be a 20-million-strong new labor force
entering the job market every year, and another 4 million workers who
need to change jobs. However, with an 8% or 9% of annual economic growth,
there will be only 12 million job vacancies available annually.
Rural areas will suffer from labor surplus, too, although the situation
will not be as bad as in urban areas.

"King Kong" comes to Wuxi

A large male gorilla ariived at the zoo in Wuxi, Jiangsu Province on June
7 from Jinan, Shandong Province. It will stay there for six months. The
gorilla is about 1.8 m tall and 200 kg heavy, really like a smaller "King
Kong".

President Hu in Germany for G8 meet

Africa and Mexico on Thursday in Berlin, and the outreach session of the

BERLIN, June 7 - Chinese President Hu Jintao arrived in Berlin Wednesday
to attend the outreach session of the Group of Eight (G8) summit slated
for Friday in Heiligendamm, northern Germany.
The outreach session will focus on issues such as the world economy, the
protection of intellectual property rights, freedom of investment,
energy, climate change, and the development of Africa.
During the outreach session President Hu will present China's
propositions on fighting climate change and other important issues,
Chinese Assistant Foreign Minister Cui Tiankai said Monday.
On the sidelines of the session, President Hu is expected to meet with
leaders of G8 member countries and other developing countries to discuss
bilateral relations and major world issues, said Cui.
Before the G8 session, Hu will attend a group meeting on Thursday in
Berlin with leaders from India, Brazil, South Africa and Mexico.
The G8, an informal forum of leading industrialized nations, groups
Germany, France, Britain, Italy, Japan, the United States, Canada and
Russia.
